Well, that's what Joseph Silva, a spokesman for Stockton, California’s police department, had to say about why a teenager who was jaywalking - yes, jaywalking - had to be beaten into submission by nine - yes, nine - Stockton police officers.  The first officer outweighed the vicious, dangerous criminal child by at least half, but eight more had to join in.  The video at the source site is hard to watch.

The unnamed teenager was released to his mother pending a juvenile charge of walking while black resisting arrest and trespassing.
