It surely did.... In the 1980's I lived in New Jersey and I actually voted for Tom Kean. He was competent and did not hold any repugnant ideas about dehumanizing half our population. Imagine that.

But in the 1980's I think it had already started albeit at a small scale. The election of Ronald Reagan and the rise of the "Moral" Majority movement were the bright-line events.
