Coup? Who?

Mark Milley, the Chairman of the Joint Chiefs of Staff, spoke at a Veterans Day event this week, and said,

we do not take an oath to a king or a queen, a tyrant or a dictator. We do not take an oath to an individual.

...each of us will protect and defend [the Constitution] regardless of personal price.

Nice to hear. But why did he have to say this?
